This page is for a Wisconsin hunter with a deer in the truck, or a homesteader booking a steer. It is a chooser among 15 named plants, not a census. Google Maps gives a pin. The FSIS MPI Directory lists federal plants and omits DATCP Custom lockers. Neither tells you inspection type, whether packages come back marked NOT FOR SALE, whether the cooler shuts during the 9-day gun hunt, mixed batch vs your own deer back, sausage lead time, hanging-weight math, or the DNR donation window.

Custom vs Official vs USDA, in hunter words
An “inspected building” is not the same thing as an inspected deer.

Custom. The plant is selling a service, not meat. ATCP 55.08(1)(d)–(e): the processor “may not sell any of the service recipient’s meat products, or commingle them with any food that the person holds for others or sells.” Resulting meat is marked NOT FOR SALE. UW Extension (reviewed 2026-01-28): if you want to sell meat, custom-exempt “is NOT enough.”
Official. Wisconsin has a state meat inspection program. State-inspected product may be sold inside Wisconsin. It may not ship across state lines unless the plant is in CIS. An Official plant can still cut your deer as custom. That does not make the sausage in their retail case your deer, and it does not make your packages legal to sell.
USDA / CIS. Federal mark; interstate. Several Wisconsin shop sites market “USDA-inspected.” That is not the same as appearing in the current MPI Directory. This page treats DATCP Official vs Custom as the license-of-record unless MPI is confirmed. Cedar Road Meats is listed here as DATCP Official, not as USDA. Wisconsin River Meats is USDA M2760.
Hunter one-liner: Your own deer, or a steer you own, can be custom-cut for your freezer. Packages say NOT FOR SALE. You may not retail that meat. If you want to sell beef in Wisconsin, you need Official or USDA (or CIS for out-of-state). Donating a whole deer through DNR is a different channel than handing a pantry custom-labeled packages.

The original 15 plants plus five that publish lamb, sheep, or goat. DATCP’s 2024 PDF has hundreds of Official and Custom rows. This set is a chooser, not a census.
Filter on what you actually need:
- Whole deer during gun season vs trim-only vs livestock slaughter.
- Lamb / sheep / goat (named on a public page) vs livestock slaughter with species not specified.
- Mixed batch (you do not get your own deer back) vs your own deer back.
- Donation (DNR listed processor) vs taking meat home.
- Custom-only (NOT FOR SALE; cannot sell) vs Official (can sell in Wisconsin) vs USDA.
- Kosher / halal — only with a named current certifier. Ritual slaughter is not a certificate.
D & D is in the table because it publishes “We do not process wild game” and, on a later check, lamb and goat cut sheets. That is a livestock plant, not a deer drop.

Who takes lamb, sheep, or goat
Verified on a public page, 2026-08-29. Lamb is sheep. Same three inspection doors as a steer. Most Official plants with Red Meat Slaughter still do not name sheep or goat on the internet. Call before you trailer animals. This research did not call.

Do not assume. Brillion, Pernat, Pinter’s, Beck’s: livestock slaughter is published; sheep/goat not specified. Wisconsin River Meats is USDA Meat Processing (M2760); sheep/goat still not specified. Wisco: processors do not butcher, cut, or sell beef, lamb, or pork. LeRoy: no farm-animal kill floor; also absent from live DATCP 8/28/2026. Pingel is now DATCP Official 567 with no Red Meat Slaughter on the live row. Brad’s, Carnival, Mark’s, Louie’s, Hursh: lamb/sheep/goat not published.
Retail lamb in a case is not custom slaughter of your animal. Brillion’s retail page lists lamb among USDA-inspected case meats. That is not a statement that they slaughter the customer’s lamb.
Who is kosher or halal
Named certifier, current public listing, 2026-08-29. FSIS does not certify kosher or halal. Ritual slaughter under 7 U.S.C. 1902(b) is not a certificate. See how inspection works.
Kosher slaughter plants in Wisconsin: none verified. Zero plants with a named certifier and a current public listing as a kosher slaughter establishment. Kosher Supervisors of Wisconsin client table (fetched 2026-08-29) is cafes, catering, dairy, and manufacturing — not lockers. OU, OK, Kof-K, Star-K, and CRC: no current Wisconsin slaughter listing found. Retail kosher deli meat is not this list.
Halal slaughter: one verified, lamb and goat.
- Pinn Oak Farms, Delavan — Halal Monitoring Services (HMS). Status: HMS CERTIFIED. Category: Slaughter House. Products: lamb, goat. HMS listing dated August 29, 2026; directory expire Dec 31, 2026. Plant page: “100% Certified Halal Goat and Lamb meat upon request.”
No other Wisconsin livestock slaughter plant met the test. Hussaini Homestead, Stoughton, is HMS Distributor, not slaughter. Cargill Butler IFANCA beef plant registration expired Feb 28, 2026 — not listed as current. Milwaukee HMS groceries and restaurants are retail. “Bring an imam” was not published on these shop sites. Beef-halal slaughter in Wisconsin: none verified current.
Hanging weight vs live vs field-dressed vs a flat deer fee
Live weight is the animal on the hoof. After slaughter, head, hide, feet, blood, and viscera come off. What hangs on the rail is carcass / hanging weight.
UW Extension, How much meat should a beef animal yield?: a 1,200 lb grain-finished steer at a typical 62% dressing yield is about 744 lb hot carcass, then roughly 481 lb of take-home cuts — packaged meat is often ~40% of live weight, not 100%. Source: UW Extension beef yield.
Custom beef and pork in this sample are usually a kill fee plus dollars per pound hanging weight. Deer shops in this sample mostly use a flat whole-deer fee, or field-dressed weight (Carnival), or green/trim weight for sausage. Ask: hanging, field-dressed, or boxed?

Wisconsin Deer Donation Program
Not “Hunters for the Hungry.” Official name: Wisconsin Deer Donation Program.
How to donate (DNR, fetched 2026-08-29):
- Field-dress and register (GameReg / Go Wild confirmation number).
- CWD test if the harvest county requires it — DNR table on the same page. This page does not add medical claims.
- Call ahead. DNR: “ensure they have space.”
- Drop at a listed processor or drop-off.
The hunter may keep head and antlers. The entire deer is donated. Out-of-state deer cannot be donated. Year-round processor cycle closes January 31; shops must re-sign.
The live table on that page (fetch 2026-08-29) showed 28 donation sites. Among plants on this page, Carnival (Algoma, Open Deer Hunting Seasons), Louie’s (Cumberland, Year-Round), and Pernat/Haase (Juneau Year-Round; Johnson Creek Gun Deer Season) appear on that DNR list. Pingel’s site says it is not accepting DNR donations in 2026. Hursh’s 2023 press coverage described participation; Hursh is not in the 28-entry 2026-08-29 fetch — do not treat that as current participation.

- Hunter/owner name, phone, DNR registration number (Brillion and Beck’s require it).
- Whole vs quartered vs boneless trim; hide / cape / antlers / European skull.
- Backstraps: whole, halved, butterflied chops, medallions, pack size.
- Hinds: steaks / roasts / stew / all-to-trim; tenderize yes/no.
- Shoulders/neck: ground vs chunked-for-sausage.
- Ground: straight vs pork/beef added, 1 lb vs 2 lb tubes, patties.
- Sausage SKUs, batch minimums (often 10 lb trim or 25–50 lb private batch), mixed vs private batch.
- Packaging: vac vs paper; fresh vs frozen.
- Deposit, pickup window, storage fee.
- Livestock extras: hanging-weight acknowledgment, aging days, organs/soup bones, smoke ham/bacon, split among buyers.

Wisconsin operator notes

- Pre-license inspection (new establishment or new operator): DATCP shall inspect within 30 days after the operator applies, unless the applicant agrees to a later date (ATCP 55.03(5)).
- Grant or deny: within 30 days after a complete application, or if a pre-license inspection is required, within 30 days after that inspection (ATCP 55.03(6)).
- License expires June 30. Not transferable between persons or establishments (ATCP 55.03(1)).

Official slaughter inspection is without charge except captive game, and except inspection outside the approved schedule, before 6:00 a.m. or after 6:00 p.m., over 40 hours in a calendar week, Saturday or Sunday, or holidays — then hourly (ATCP 55.04(4)–(5)). The hourly dollar rate is not published in ATCP 55.
What a custom-exempt operator still must do vs skip
Still must: annual Custom license (unless an ATCP 55.03(2) exemption applies); sanitation; mark NOT FOR SALE (meat) / NOT INSPECTED (poultry); no sale and no commingling; records of custom transactions kept 3 years; periodic inspection (ATCP 55.04(2)(a) at least once every three months during which custom processing occurs; DATCP overview 08/19/2025: periodic, risk-based); humane methods if they slaughter.
Skip: continuous inspector on that custom work; mark of inspection; sale of that meat.
On-farm, own animals, own household: ATCP 55.01(2)(c) and 9 CFR 303.1(a)(1) put an individual slaughtering his or her own animals for household / nonpaying guests / employees outside ch. ATCP 55 and outside FMIA inspection of preparation. That is not a custom plant, and it is not a path to sell meat.
Mobile custom: ATCP 55.09. No-fee registration if the person receives compensation other than bartered services and does not already hold an ATCP 55.03 license. Directory: Mobile Processor Directory.
